Role Summary

National e-Governance Services Limited (NeSL) is seeking an experienced and visionary Deputy Vice President (DVP) – Database Engineering & Administration to lead the organization’s database engineering strategy, architecture, operational excellence, security, and modernization initiatives.

The role is responsible for defining and governing enterprise database platforms supporting mission-critical financial systems, ensuring high availability, performance, scalability, security, and regulatory compliance. The incumbent will provide strategic leadership for database architecture, performance engineering, disaster recovery, database modernization, and large-scale transformation initiatives while leading high-performing database teams and partnering with business and technology leadership.

This role requires a strong combination of hands-on MySQL expertise, enterprise architecture experience, leadership capability, and strategic thinking.

Candidate Profile

We are seeking a highly accomplished database technology leader with a strong blend of database architecture, database administration, performance engineering, platform modernization, and people leadership experience.

The ideal candidate should have:

10-15+ years of experience in Database Administration, Database Engineering, Database Architecture, or related technology leadership roles.
Deep expertise in MySQL 8.0, SQL optimization, database performance tuning, replication, clustering, and high-availability architectures.
Proven experience managing enterprise-scale, high-volume transactional database environments.
Strong experience in database migration, modernization, upgrades, sharding, partitioning, archival, backup, and disaster recovery.
Proven leadership experience managing DBA and Database Engineering teams.
Strong understanding of database governance, security, compliance, audit, and risk management practices.
Experience working in regulated and mission-critical environments such as Banking, Financial Services, FinTech, Payments, Exchanges, Depositories, or Financial Market Infrastructure institutions.
Strong stakeholder management skills with the ability to engage effectively with CXOs, senior business leaders, auditors, regulators, and technology teams.
A demonstrated track record of driving technology transformation, operational excellence, and database modernization initiatives.

Preferred Background

Banking, Financial Services, FinTech, Capital Markets, Exchanges, Depositories, Payment Platforms, or Financial Market Infrastructure Institutions.
Exposure to Cloud Platforms (AWS/Azure), DevOps practices, observability tools, and enterprise modernization programs.
Relevant Database, Cloud, Architecture, Security, or ITIL certifications.

Key Responsibilities

Database Strategy & Architecture Leadership

Define and drive the enterprise database strategy aligned with NeSL’s business and technology roadmap.
Establish database architecture standards, governance frameworks, and best practices.
Lead database modernization, transformation, and optimization initiatives.
Ensure scalability, resilience, and sustainability of database platforms.
Serve as the organization’s subject matter expert for database architecture and strategy.

Database Engineering & Performance Excellence

Provide leadership for database administration and engineering functions across production and non-production environments.
Lead the design and optimization of complex SQL queries, stored procedures, functions, triggers, views, indexes, and database objects.
Drive database performance engineering and optimization initiatives for high-volume transactional and reporting systems.
Develop capacity planning, growth forecasting, and database scalability strategies.
Establish proactive monitoring and performance management practices.

High Availability, Resilience & Disaster Recovery

Design and oversee highly available, fault-tolerant, and resilient database architectures.
Lead implementation of replication, clustering, failover, and disaster recovery solutions.
Define and govern backup, recovery, and restoration strategies, including MySQL Enterprise Backup (MEB).
Ensure Recovery Point Objective (RPO) and Recovery Time Objective (RTO) requirements are consistently achieved.
Lead periodic disaster recovery drills and business continuity assessments.

Database Security, Governance & Compliance

Define and implement database security standards and governance controls.
Ensure compliance with regulatory, audit, information security, and data governance requirements.
Establish controls around access management, encryption, monitoring, auditing, and data protection.
Partner with Information Security, Compliance, and Risk teams to manage database-related risks.

Database Modernization & Data Platform Initiatives

Lead initiatives involving:
- Database Migration

Lead root cause analysis and corrective/preventive action programs.
Manage operational and technology risks associated with database platforms.
Ensure timely resolution of business-critical incidents with minimal business impact.
Provide executive-level incident communication and reporting.

Stakeholder & Leadership Management

Partner with Enterprise Architecture, Development, Infrastructure, DevOps, Security, Operations, Finance, and Business teams.
Present strategic recommendations, risk assessments, and roadmap updates to senior leadership.
Support technology planning, budgeting, capacity forecasting, and investment decisions.
Act as a trusted advisor on database and data platform strategy.

Team Leadership & Capability Building

Lead, mentor, and develop DBA and Database Engineering teams.
Build a culture of technical excellence, accountability, innovation, and continuous learning.
Define team goals, KPIs, competency frameworks, and succession plans.
Establish engineering standards, operational procedures, and development best practices.
