National E-Governance Services Limited (NeSL) is an Information Utility (IU) registered with and regulated by the Insolvency and Bankruptcy Board of India (IBBI) under the Insolvency and Bankruptcy Code, 2016 (IBC). Its primary role is to act as a neutral electronic repository of the financial information of debt. These information may be financial and/or operational in nature irrespective of the type of submitter (individual or an entity) availing a debt facility.
A financial creditor (lender or person offering finance) or an operational creditor (person offering goods or services on credit) with whom you have transacted has submitted your information to the IU. The IU, a neutral third party, as a process, sends system generated Authentication Invitation e-mail to the Debtor and the related stakeholders of the Debt. NeSL sends you these e-mails requesting you to authenticate the financial information submitted by your creditor in case you agree with the details submitted or else record your views/disputed remarks in case of disagreement. This is an opportunity to acknowledge the debt or else dispute it on the IU platform. In all you will get 32 days’ time and four opportunities in gap of 7 days each to either agree and authenticate or else disagree and record your dispute.

NeSL is a regulated entity registered with the Insolvency and Bankruptcy Board of India (IBBI) established under the Insolvency and Bankruptcy Code, 2016 (IBC). The code stipulates NeSL to hold information of debt transactions between creditors (financial and operational) duly confirmed and authenticated digitally by both parties. Section 215 (2) and (3) of the Insolvency and Bankruptcy Code 2016, allows the creditors of a transaction to file the financial information between parties of debt with the Information Utility (i.e., NeSL). Yes. Regulation 18 of the IBBI (Information Utilities) Regulation 2017 clearly states that any person who wishes to submit or access the information with the IU, should follow the due procedure and register themselves first with the IU portal (iu.nels.co.in). In case, the amount reported in IU by your creditor is not accurate or false, you have the right to dispute this on IU and the IU also gives you the facility to upload any supporting documents and a column to write your corresponding remarks.
In this case, we request you to immediately dispute the information submitted and upload the supporting documents mentioning the closure of the loan account along with the remarks or you can contact the bank directly and request for updation of the financial information or to state the reasons for reporting incorrect figures with the IU.
