WHAT IS NeSL?

National E-Governance Services Limited (NeSL) is India’s first Information Utility registered with the Insolvency and Bankruptcy Board of India (IBBI) under the provisions of the Insolvency and Bankruptcy Code, 2016 (IBC). The company has been set up by leading banks and public institutions. As an Information Utility, NeSL is a repository of financial information submitted by creditors, including banks, NBFCs etc with the provision for all concerned parties to verify and authenticate the debt. As part of its IU services, NeSL also offers paperless Digital Document Execution (DDE) for various products offered by banks and NBFCs. It also offers an Electronic Bank Guarantee (e-BG) solution which addresses all the challenges in the existing physical process of issuance of a bank guarantee.

NeSL works towards:

Time-bound resolution by providing verified information through RoD to creditors and to Adjudicating Authorities which is one of the proofs to ascertain existence of debt, default, dispute and date of default.

Default intimation to Creditors linked to a debtor when any creditor files an information of default against a debtor.

Mitigation of information asymmetry between parties to a debt.

Superior credit monitoring by creditors.

An agreed statement of outstanding balance between parties to a debt

NeSL GENESIS

The idea that eventually led to the formation of National E-Governance Services Limited (NeSL) originated around 2014, from a broader national effort to create a trusted digital infrastructure for secure information custody.

During that period, Shri N. Rangachary (former Chairman, IRDAI and CBDT, then Chairman, CDSL) and Shri K.V. Kamath (Chairman, ICICI Bank) proposed a visionary initiative to enable citizens to view and manage their various assets like financial (bank deposits, insurance policies, vehicles, property), and personal (certificates, entitlements) through a unified, digital platform. This concept, developed under the National Assets Depository Ltd. (NADeL) Project, was supported by leading institutions such as SBI, LIC, ICICI Bank, and HDFC, and received encouragement from the PMO and DeitY.

While NADeL laid the conceptual groundwork for a secure, consent-based digital ecosystem for asset data, the financial sector soon faced another pressing challenge the growing incidence of Non-Performing Assets (NPAs). This created a strong need for a system capable of authenticated, reliable, and aggregated financial information, especially in support of insolvency and credit resolution.

The Bankruptcy Law Reforms Commission (BLRC), recognizing this gap, proposed the establishment of Information Utilities (IUs) specialized entities that could store and authenticate financial information, thereby providing legally reliable evidence to enable faster resolution of credit defaults. In parallel, the RBI developed the Account Aggregator (AA) framework to support asset aggregation across financial institutions.

It was in this context that National E-Governance Services Limited (NeSL) was incorporated on 24th June 2016, as the first Information Utility (IU) under the Insolvency and Bankruptcy Code, 2016 (IBC). NeSL was conceived to augment India’s information infrastructure and provide digitally authenticated financial information to stakeholders including financial institutions, insolvency professionals, and adjudicating authorities.

NeSL was established as a Union Government company with an initial authorized capital of ₹30 crore, and received special approval from the Ministry of Corporate Affairs to use the prefix “National,” subject to maintaining a minimum 51% shareholding by banks and public sector undertakings. Today, with an authorized capital of ₹75 crore, NeSL’s 65% shareholding is held by major government financial institutions, reinforcing its role as a trusted national digital utility serving the financial ecosystem.
