Role Summary

National e-Governance Services Limited (NeSL), India’s first Information Utility established under the Insolvency and Bankruptcy Code (IBC), is seeking an accomplished Assistant Vice President (AVP) – Full Stack Engineering & DevSecOps to lead the design, development, delivery, and operational excellence of enterprise-grade digital platforms supporting critical national financial infrastructure.

The AVP will provide strategic and technical leadership across application development, DevSecOps, engineering governance, platform modernization, release management, security compliance, and operational resilience. The role will be responsible for driving engineering excellence, enhancing platform scalability and reliability, and building high-performing teams capable of delivering secure, compliant, and highly available solutions.

This role combines deep technical expertise, people leadership, and business alignment to support NeSL’s growth, regulatory commitments, and digital transformation objectives.

Candidate Profile

We are seeking a seasoned technology leader with a strong background in enterprise application development, DevOps transformation, and engineering leadership.

Ideal Candidate Should Have:

• 12-18 years of overall IT experience.
• 5-7+ years of experience managing application development and engineering teams.
• Strong hands-on expertise in Java-based enterprise application development.
• Proven experience delivering large-scale, high-availability, mission-critical applications.
• Strong understanding of modern software architecture, DevSecOps, CI/CD, and cloud-native engineering practices.
• Experience managing technology teams comprising Developers, Architects, QA Engineers, Business Analysts, and DevOps Engineers.
• Strong understanding of security, regulatory compliance, risk management, and governance frameworks.
• Experience working in Banking, Financial Services, FinTech, Payment Systems, Capital Markets, or other regulated technology environments.
• Ability to engage confidently with senior business leaders, technology stakeholders, auditors, regulators, and external vendors.
• Strong people leadership, mentoring, and organizational capability-building experience.

Preferred Background

• Financial Services, Banking, FinTech, Exchanges, Depositories, Information Utilities, Payment Platforms, or Digital Public Infrastructure.
• Exposure to cloud adoption and modernization programs.
• Familiarity with ISO 27001, SSDLC, OWASP Top 10, Security Audits, VAPT, and Regulatory Compliance frameworks.
• Experience in large-scale platform modernization initiatives.

Key Responsibilities

1. Engineering Leadership

• Lead enterprise application engineering initiatives across multiple products and platforms.
• Establish engineering standards, development frameworks, coding guidelines, and technology governance practices.
• Drive software development lifecycle (SDLC) governance and engineering excellence.
• Ensure alignment between business objectives, product roadmaps, and technology strategy.
• Promote innovation, modernization, and continuous improvement across technology teams.

2. Full Stack Application Development

• Lead the design, development, deployment, and maintenance of enterprise applications.
• Provide architectural guidance for scalable, secure, resilient, and maintainable solutions.
• Review and approve technical designs and solution architectures.
• Drive adoption of microservices, API-first architecture, and modern development practices.
• Ensure application performance, maintainability, and operational readiness.

3. DevSecOps & Automation Leadership

• Define and drive enterprise DevOps and DevSecOps transformation initiatives.
• Establish robust CI/CD pipelines and deployment automation standards.
• Integrate security controls, vulnerability scanning, code quality checks, and compliance validations into delivery pipelines.
• Improve release velocity while maintaining stability and security.
• Promote Infrastructure as Code (IaC), automation, and repeatable deployment processes.

4. Platform Reliability & Operational Excellence

• Ensure availability, reliability, scalability, and performance of critical application platforms.
• Define and monitor engineering, reliability, and operational KPIs.
• Lead incident, problem, and change management processes.
• Establish proactive monitoring, observability, logging, and alerting frameworks.
• Drive root cause analysis and preventive action programs.

5. Security, Governance & Compliance

• Ensure adoption of Secure Software Development Lifecycle (SSDLC) practices.
• Drive compliance with regulatory, audit, governance, and information security requirements.
• Ensure adherence to:

• Partner with Information Security teams to strengthen application security posture.

6. Technology Modernization & Innovation

• Lead API, integration, and platform transformation programs.
• Improve engineering productivity through automation, tools, and reusable frameworks.
• Champion adoption of industry best practices.

7. Stakeholder & Vendor Management

• Collaborate with Business, Operations, Compliance, Security, Infrastructure, and Product teams.
• Translate business requirements into scalable technology solutions.
• Manage relationships with external vendors and implementation partners.
• Present technology roadmaps, project status, risk assessments, and engineering metrics to senior leadership.
• Participate in governance forums and strategic planning initiatives.
