National E-Governance Services Ltd. (NeSL) is India’s first Information Utility (IU) under the Insolvency and Bankruptcy Code, 2016. NeSL’s primary role is to provide authenticated information about debt and defaults by securely managing financial data of borrowers and lenders. It plays a critical role in India’s financial infrastructure by providing a digital, trusted, and efficient ecosystem for debt resolution and transparency.
Your Responsibilities/Skills
Role Overview:
The Chief Technology Officer (CTO) at NeSL will be responsible for leading the IT Operations, Platform Architecture, Data Governance, Application Development, and Emerging Technology adoption aligned to organization’s Business requirements, technological vision and strategy. The CTO will architect, manage, and continuously evolve the resilient, secure, agile , cloud ready and scalable digital infrastructure complimentingNeSL’s mandate of digital trust, compliance, and data integrity. CTO will be responsible for managing robust Business Continuity plan. CTO will also develop strategy and road map to adopt upcoming relevant technologies to support faster turnaround and better service to all Business stakeholders.
This is a mission-critical leadership role requiring strong expertise in fintech, cybersecurity, enterprise architecture, and regulatory technology(RegTech), with an understanding of legal and compliance frameworks.
The CTO will work closely with the CEO, CISO, Board, regulators, internal and external stakeholders to define and execute a forward-looking technology roadmap aligned with business objectives and evolving regulatory requirements.
Key Responsibilities: CTO
Technology Specialist
- Establish clear success metrics for technology outcomes (resilience, scalability, security, speed-to-market, cost efficiency).
- Evaluate emerging technologies for relevance, regulatory alignment, and business impact.
- Collaborate with government bodies (like IBBI, RBI, MeitY), financial institutions, and various stakeholders / supply chain entities, supporting the IT function and business requirements.
- Advise the Board, CEO & ED on emerging technology trends and digital governance models, risk assessment, modernization programs and digital governance.
- Define and drive NeSL’s overall technology vision and roadmap aligned with business goals, regulatory mandates, and national digital infrastructure initiatives.
Platform Architecture & Infrastructure
- Create sandbox, certification etc eco system to enable banks and other business partners of NeSL to develop and test systems at their end for hands free server to server integration
- Ensure compliance with ISO 27001, CERT‑In guidelines, IT Act, Digital Personal Data Protection Act (DPDPA), and related rules.
- Ensure system resilience with clearly defined RTO/RPO, failover testing, capacity planning, and performance engineering.
- Architect, build, and operate secure, scalable, and high-availability platforms, including the IU repository, APIs, integrations with e‑signing, e‑stamping, payment gateways, and government digital platforms.
- Ensure compliance with ISO 27001, CERT-In guidelines, Information Technology Act, DPDPA & Rules and other cybersecurity standards / best practices.
- Oversee IT Operations of internal & external systems, data centres, disaster recovery, and overall IT functions. Set up robust monitoring system for both application and infrastructure to ensure high uptime , as well as help quickly identify RCA in case of service disruption to enable rapid recovery and restoration Recommend to CEO and Board about the Technology refresh, revamping of systems and high-level architecture / design changes, major architecture decisions, modernization initiatives and cloud strategy.
- Lead the design and development of secure, scalable, and high-availability platforms (including debt information repository systems, Open APIs, integration with e-signing/e-stamping solutions). Will help NeSLadopt latest micro services architecture and such techniques with Ci/CD DevSecOps and create cloud ready applications.
Cybersecurity & Data Privacy
- Periodic assessment of security posture of application systems and digital infrastructure and timely closure of any findings / observations.
- Ensure secure handling of sensitive information (financial and personal) from various stakeholders / consumers such as banks, NBFCs, corporates, and individuals.
- Cooperate and coordinate with CISO / InfoSec Department to establish best-in-class security frameworks, encryption protocols, and IT risk management processes.
Application Development & Digital Services
- Institutionalize agile delivery models, automation testing, DevSecOps, CI/CD pipeline and strong product / technology management practices.
- Spearhead adoption of cutting-edge technologies such as blockchain, AI/ML for fraud detection, analytics and improving business potential, faster response to stakeholders and optimised dependency for routine process work.
- Lead the development of core platforms like the IU portal, e-BG services, digital lending interfaces, creditor-debtor dashboards, and integration with public digital infrastructure (e.g., Aadhaar, Digilocker, Payment Gateway, DEPA (Data Empowerment and Protection Architecture).
Stakeholder Management
- Build and manage relationships with technology vendors, service providers, regulators, fintech startups, financial institutions, and system integrators.
- Represent NeSL in national forums on e-governance, insolvency tech, and financial inclusion.
- Build strong relationships with banks, NBFCs, insolvency professionals, fintech partners, system integrators, and technology vendors.
- Work closely with all stakeholders to translate organizational priorities into effective people policies and practices, ensuring consistent execution across the enterprise.
Governance & Team Leadership
- Develop a strong technology governance framework including change management, audit trails, compliance reporting, and SLAs.
- Lead, mentor& drive tech team including Development, DevOps / DevSecOps, infrastructure, support, Application and integration testing (manual and automated) and Application / Digital Service management& Program management functions in achieving business objectives.
- Managed and monitored the Managed Service Partner (MSP) to ensure effective delivery of IT services, adherence to agreed SLAs/KPIs, service quality and operational continuity.
- Establish and maintain a structured repository of all IT release documents, deployment records, change documentation, and related technical artifacts. Ensure that release documentation is complete, accurate, version-controlled, and readily accessible, with timely sharing of key release documents and status updates with the MD and CEO for management visibility and governance.
Our Requirement:
- Minimum Bachelor’s degree in Computer Science, Information technology, or MCA preferred.
- DemonstratedexpertiseinSecure softwaredevelopmentlifecycle(Secure SDLC),enterprisearchitecture,andmoderntechnologyplatforms,withtheabilitytodefineanddrivescalable,secure,andfuture-readytechnologysolutions.
- Provenexperienceinleadingandimplementingenterprise-widetechnologytransformationsthroughstructuredchangemanagementprocesses,ensuringstakeholderalignment,businesscontinuity,andsuccessfuladoptionofnewtechnologies.
- 20+ years of experience in technology&7+ years in leadership roles, preferably in financial services, e-governance, or fintech domains.
- Demonstrated experience in managing enterprise-grade applications with high availability, security and compliance requirements.
- Deep understanding of Indian regulatory / legal frameworks (IBC, RBI, SEBI, IBBI, IT Act, DPDPA).
- Experience with public digital platforms (e.g., India Stack, API banking, OCEN, DEPA) is highly desirable.
- Proven ability to scale technology for nationwide adoption and stakeholder integration.
Desirable Skills:
- Knowledge of Information Utilities and the IBC ecosystem.
- Understanding of legal-tech, Regulatory Tech and fin-tech platforms.
- Familiarity with AI/ML, blockchain, digital identity, and consent-based architectures.
- Familiarity with usage of new age tools for automation and productivity
- Strong interpersonal, communication, and stakeholder management skills and influencing skills.
