National E-Governance Services Ltd. (NeSL) is India’s first Information Utility (IU) under the Insolvency and Bankruptcy Code, 2016. NeSL’s primary role is to provide authenticated information about debt and defaults by securely managing financial data of borrowers and lenders. It plays a critical role in India’s financial infrastructure by providing a digital, trusted, and efficient ecosystem for debt resolution and transparency.
Role Overview
The Deputy Chief Technology Officer (Deputy CTO) at NeSL plays a mission-critical role in executing the organization’s technology strategy and ensuring robust, secure, and scalable delivery of all technology platforms and services. Working closely with the CTO, the Deputy CTO is responsible for translating strategic vision into execution, driving engineering excellence, operational efficiency, and regulatory compliance across all technology functions.
Technology Leadership & Strategy Execution
- Assist CTO in formulating the Technology Strategy.
- Preparing and executing the Technology roadmap and implementation plans aligned with the Technology Strategy Ensure alignment of Technology / solutions delivery aligned with business objectives and regulatory requirements
- Identify and enhance existing IT Architecture considering the modern technology and engineering best practices
- Evaluate and implement suitable emerging technologies which are necessary for innovative transformation and efficiency in service delivery of the organisation.
- Focus of “Security-by-Design” and “Privacy-by-Design” approach for development and maintenance of Application Systems.
- Supervise the Tech team to derive outcome with focus on performance and productivity
Platform Architecture & Engineering
- Lead the design and development of secure, scalable, resilient and high-availability application systems
- Ensure API-first, cloud readiness, and platform agnostic architecture.
- Drive performance optimization, scalability, and disaster recovery readiness
- Support systems like IU platforms, Open APIs, and digital workflows
Application Development &DevSecOps
- Drive end-to-end delivery of application development lifecycle (Secure SDLC).
- Implement Agile, CI/CD, and DevSecOps practices
- Ensure code quality, test automation, effective and traceable version control and release management efficiency
- Support business growth with improvement in engineering productivity and automation to offer faster turn-around for features / services required by market.
IT Operations & Infrastructure
- Ensure high system uptime, performance, and availability
- Oversee infrastructure, database, and production systems
- Drive incident management, root cause analysis, and preventive actions
- Ensure disaster recovery and business continuity readiness
- Manage and provide speedy production support at L3 level.
- Supervise and ensure productivity / SLA parameters are met by Production Support team (Run-The-Business).
Cybersecurity & Compliance
- Ensure implementation of cybersecurity controls and frameworks
- Collaborate with Information Security Department (ISD) and CISO forrisk based vulnerability management and secured release management.
- Ensure compliance with ISO 27001, CERT-In, IT Act, DPDPA etc.
- Drive audit readiness and ownership for closure of findings in IT systems of the organisation.
Stakeholder Management & Sales
- Engage with various internal and external stakeholders (e.g. regulators, banks, NBFCs, technology service providers and partners)
- Drive integrations, onboarding, and platform adoption by the clients
- Provide technical leadership in stakeholder discussions
- Support solutioning and technical presales initiatives
Delivery Governance & Risk Management
- Ensure on-time delivery of projects with quality
- Implement governance around secured SDLC, change management, and release management.
- Identify risks associated with the IT systems and mitigate proactively
- Monitor delivery KPIs and performance metrics of the Project / Tech teams
- Monitor and measure the SLA and productivity parameters of Technology Vendors / Service providers.
Innovation & Modernization
- Drive tech stack upgrades and modernization initiatives
- Identify, propose and justify the deployment of appropriate AI/ML platforms to encourage automation and facilitate dashboards for any on-demand required on analytics (internal or external)
- Enhance system performance, resilience and scalability
- Define improvement cycles andlead continuous improvement initiatives

Requirements
- 15–22+ years of experience with atleast 7 years of technology leadership roles
- Strong experience in enterprise applications, architecture, and IT operations
- Experience in fintech, financial services, or regulated domains
- Expertise in APIs, cloud, DevOps/DevSecOps, and cybersecurity
- Understanding of IBC, RBI, SEBI, IBBI ecosystems
